About Haskè Conseil

Who We Are

Haskè Conseil (formerly Dalberg Senegal) is a strategy advisory and initiative-building firm founded in 2008 under the name FocusAfrica. In 2010, FocusAfrica became part of an international consultancy group, Dalberg Advisors.

With a new name and a new approach since 2022, Haskè Conseil supports private enterprises in West Africa, alongside governments, corporations, development partners, NGOs, academia, etc.

We have been committed at all levels to the development of the private sector, from sector analysis and policy- making, to sector strategies and investment research.

Cinema

The audiovisual sector in West Africa is dynamic, with an annual production of 5,500 films, including 3,400 in Nigeria. However, it faces major challenges such as informal practices, insufficient infrastructure, and a lack of investment. Despite its potential, the sector remains underutilized, generating $5 billion in revenue—far below the estimated $20 billion. It is within this context that the project aimed to structure the sector in Francophone Sub-Saharan Africa, focusing on Senegal and Côte d'Ivoire, while studying the business models of Nigeria and Maghreb countries. The study’s objective was to integrate the sector into the global market while supporting local content creation. Among the key achievements of this mission are a regional ecosystem mapping and a value chain analysis of the sector. The study also identified gaps in the sector, particularly through stakeholder engagement, including participation at FESPACO 2025. Insights from the analysis led to the development of a theory of change centered on advocacy for significant economic and social impact. Deliverables include a contextual report, a theory of change, and a mapping of key sector stakeholders. This study represents a promising initiative to transform the audiovisual sector in Francophone Sub-Saharan Africa and maximize its economic and cultural potential.

Bill and Melinda Gates Foundation

Mapping and analysis of EMR’s local partner engagement, which (i) documented the Foundation’s journey working with governments and proximate partners, and (ii) drew insights to inform EMR’s engagement strategy with proximate partners and advance the Foundation’s localization efforts.

The Rockefeller Foundation Foundations for a localization pathway

Support to the Rockefeller Foundation in formalizing its localization efforts, which includes (i) conducting a situational analysis, setting a baseline assessment of funding flows, and drafting case studies highlighting funders’ past and current attempts to implement a localization agenda; and (ii) developing a set of recommendations and best practices for the Foundation to consider.

The African Union Supporting financial inclusion in Africa

Support to develop and deploy inclusive policies across Africa, including co-designing initiatives to accelerate the implementation of financial inclusion, digital transformation and women’s empowerment policies and strategies at the African Union level.

Government of Senegal Implementation of agropoles

Investment & financial advisory to the government of Senegal on its agropoles, including undertaking financial reviews prior to award of contracts to help the government make informed decisions. This engagement was a follow-on to the elaboration of the industrialization strategy by Haskè Conseil.

Coalition of Haitian private sector actors Haiti’s national socioeconomic development plan

Support on the design of the national socioeconomic development plan, including facilitating the process of defining (i) a shared vision for nation-building; (ii) strategic direction; (iii) initiatives; and (iv) an institutional framework to support the reconstruction of the country.

Catholic Relief Services Localized job creation for youth in Thiès

Creation of 40,000 jobs for youth in Thiès (Senegal), as part of the Global Youth Opportunity (GOYN), a multi-stakeholder initiative creating place-based systems shifts for youth economic opportunity. Our support included developing a baseline study and a 10-year strategy with a detailed plan for two pathways.

La Laiterie du Berger (LDB) Sandiara industrial village design and implementation

Establishment of the Sandiara Industrial Village in Senegal, a joint initiative by Haskè Conseil and LDB with the mission to accelerate the growth of small and medium-sized industries and build national and regional business champions, providing them with access to venture-building, production and packaging services on a pay-per-use basis.

partners and businesses. We develop partnerships to design, incubate and implement

  • Postgraduate students with 3+ years of experience in consulting and seeking to live in Senegal.
  • Over three months, three interns are undergraduate students between their 2nd and 4th year, recent graduates, and graduate school students.

  • Developing relevant approaches and methodologies to structure analyses on complex subjects.
  • Conducting complex research and analysis of key development topics with guidance from a manager.

Led engagements with various clients, including BMGF, the Rockefeller Foundation and GAVI, the global vaccine alliance, over the past ten recent years, in terms of strategic planning and operationalization on various subjects, notably financial inclusion, health public affairs, gender and agriculture, among others.
• Supported public sector reorganizations in Africa (Ministry of Finance in Senegal and Office of the President in Sierra Leone).
• Founded Haskè Ventures, which provides end-to-end support in the creation, structuring and management of companies in the areas of digital services, agriculture, education and logistics, among others.
• Launched TAARAL, a public-private alliance aimed at creating a thriving business ecosystem in waste recycling plastics.
• Led the launch, strategic design and incubation of WIC Capital Led the design of growth poles for the Government of Senegal, including the development of strategies for the sectors priorities (construction, horticulture, tourism, oil and gas including renewable energies), as well as an implementation plan.
• Led the development of various strategies in Senegal: industrialization, innovation, rapid entrepreneurship, employment interventions young people, etc.
• Collaborated with the Guinean government in the implementation of its Delivery Unit (DU) under the aegis of the Prime Minister’s Office to design and implement industrial development initiatives in agriculture and mining.
• Led several studies on agricultural value chains across the continent (dairy, horticulture, groundnut, fonio, millet, rice, etc.) to identify policy strengthening opportunities and investment opportunities.
• Leads projects to define localization pathways, ranging from localization definitions to principles and operationalization.
• Member of the boards of directors: Oxygen Hub, Alima, and several startups.
